The name I̽vli̽ Skrëv Qo̠ is derived from the Wood Elvish language, as I̽vli̽ Skrëv Qo̠ was founded by Hêlë Malve, who was culturaly Wood Elven.
Climate
I̽vli̽ Skrëv Qo̠ has a yearly average temperature of 12°C (53°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a freezing -4°C (25°F). I̽vli̽ Skrëv Qo̠ receives an average of 166 cm/y (65 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. I̽vli̽ Skrëv Qo̠ covers an area of nearly 268 km2 (107 mi2), and an average elevation of 2378 m (7801 ft) above sea level.
Overview
I̽vli̽ Skrëv Qo̠ was founded durring the late 12th century in spring of the year 1064, by Hêlë Malve. The establishment of I̽vli̽ Skrëv Qo̠ was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Hêlë Malve struck deals with nearby nations and communities to establish I̽vli̽ Skrëv Qo̠ as a prison colony.
I̽vli̽ Skrëv Qo̠ was built using the conventions of Wood Elven durring the late 12th century. Naturaly, all settlmentss have their own look to them, and I̽vli̽ Skrëv Qo̠ is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
I̽vli̽ Skrëv Qo̠ is buildings folow an organic layout of spacious gravel streets whihch gives the city a shape simmilar to a tree, if one views its streets from above. The city rests behind the absurdity that is a thick, timber braced, wall made of clay bricks. While visualy impressive and certainly an astetic, I̽vli̽ Skrëv Qo̠'s wall provides no actual defence against siege equipment due to the choice of its cosntruction materials. Even nonexperts can tell the town is trying to impress rather than defend with its walls, towers, and gatehouses. Though admittedly, they do look nice... To primitive tribals who have never seen fortifications before. The city's political statment focused walls are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the citys defences.
Before you’ve even set foot into the heart of I̽vli̽ Skrëv Qo̠, you can smell it. The incense. It hangs about the town like a cloud. Monks, priests, and clerics are everywhere, all dedicated to the same god, all preforming the same rituals to bless and anoint building,s streets, people, animals, you name it they are or have blessed it. The same holysymbols is everywhere too. Its on buildings, on people, and even branded into livestock. This city certainly loves its god.

While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
I̽vli̽ Skrëv Qo̠ has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for I̽vli̽ Skrëv Qo̠'s natural decorations nor waterways.
I̽vli̽ Skrëv Qo̠ has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
I̽vli̽ Skrëv Qo̠ has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
I̽vli̽ Skrëv Qo̠ has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes
I̽vli̽ Skrëv Qo̠ has a long tradition of martial expertise. This may be a crisply-organized history of skilled native levies, or it may be a natural belligerence in the people that leaves them familiar with bloodshed. While their neighbors and liege doubtless respect their talents, this very aptitude might make them more willing to turn to steel than prudence would advise.
I̽vli̽ Skrëv Qo̠'s garrison was built using a different architectural style from the rest of the town. The style used is known primarily for its use of abstraction and simplicity. Clean lines, right angles, and primary colors characterized this aesthetic and art movement expressed via architecture and paintings. Its design ethos allows only primary colors and non-colors, only squares and rectangles, only straight and horizontal or vertical lines. Vertical and horizontal lines are positioned in layers or planes that do not intersect, thereby allowing each element to exist independently and unobstructed by other elements. These seemingly impossible principals for an architectural style coalesces into structures which most experts find hard to put into words. It is not that their geometry is impossible, but rather the style's attempt at producing works only describable visually was most successful..
